有两个方法
GetCitiesByCountry 方法有一个参数CountryName(国家名)，获取一个国家的所有城市的dataset的xml
GetWeather方法有两个参数，城市(可以通过GetCitiesByCountry得到)和国家，获取一个天气情况的dataset的xml
