求大佬帮忙解决arcgis server服务的问题

启动站点跟服务的时候显示

ArcGIS服务器站点当前正由另一个管理操作进行配置。请稍后再试。

日志则显示：

Failed to start one or more services. com.esri.arcgis.discovery.admin.AdminException: ArcGIS Server Site is currently being configured by another administrative operation. Please try again later.

An error was encountered while synchronizing with the config store. Failed to synchronize machine 'DESKTOP-M4M14T1' with the site. Failed to start the server machine 'DESKTOP-M4M14T1'. Could not start application server within stipulated time.

这几个问题。
