操作步骤：

1.cmd 中执行命令 netsh winsock reset

2.重启电脑

"java.net.SocketException: Unrecognized Windows Sockets error: 10106: create"
which imposes a more or less problems with "Sockets" windows to fix this bug craft your Windows terminal as administrator and write:

netsh winsock reset

After doing restart your computer and the problems will be resolved. I hope this helps
