安装ArcGIS Desktop9.3 License Manager出现license cannot be checked out问题解决办法

最近机子（windows7）上的ArcGIS Desktop9.3 License过期了，就重新下载了个破解文件，但老是安装不成功（但是在winXP上安装是正常的），提示错误如下：

... I will try to determine what the problem is...

"telnet" port (23) on node PC-201103161601 does not respond
->if PC-201103161601 is a Unix system, it's probably down

[color=green]在网上找了很多资料，都是说按照上面步骤重新安装一下，我的安装步骤不存在任何问题，而且破解文件在别的机子上试过是正常可用的。后面注意到我的当前用户是Lenovo（联想昭阳机子安装系统的时候默认的用户），是不是这个用户没有Administrator用户的权限，然后我就切换到Administrator下安装，以“超级管理员用户身份运行”LMSetup.exe，然后按照之前的安装步骤安装下去，就OK了，License can be checked out。
