The function startsWith must be used with a prefix when a default namespace

在tomcat上没报错，但在tongweb上报错了，用jstl调用java方法${}里面应该直接放置属性，而不是方法

修改为：

<c:set var="startsWith" value=" <s:property value='submenu.mainUri.startsWith(\'http\')'/>" />  

<li><a href="${submenu.mainUri}" ${startsWith?'target="_blank"':''}>${submenu.name}</a></li>

结果：ok
