是因为 编译的参数不对，不是看网络上那些指导 误导了，用如下 参数编译即可：
./configure --prefix=/usr/local/openssh9p7 --sysconfdir=/etc/ssh --with-pam --with-ssl-dir=/usr/local/openssl --with-md5-passwords --with-zlib
根据实际情况配置上述目录即可
