1. sudo apt-get install libpq-dev python-dev 

然后再安装

2. please install the PyPI 'psycopg2-binary' package instead.

pip install psycopg2-binary

3. using setup.py if you have downloaded the source package locally

python setup.py build
sudo python setup.py install
