解决

首先确保插件安装，项目配置等无误。
以下是我的解决方案：

View -> Tool Windows -> JRebel
在Panel中进行勾选

左边：启用|禁用JRebel插件(生成rebel.xml)。
Enable or disable JRebel. Generates rebel.xml。
右边：启用|禁用远程服务器支持。生成或移除rebel-remote.xml
Enable or disable remote server support. Generates or removes rebel-remote.xml。

勾选左边的，启用JRebel插件。
