创建：
create public database link link_name connect to user identified by password using 'SID';


例子 For Example：
create public database link link_cc connect to ccv73 identified by smart using 'orcl';


删除：
DROP PUBLIC DATABASE LINK link_name;


For Example:
drop public database link link_cc;
