ios UITableView 滑动 headerView footerView 跟随问题

我们常见的禁止headerView和footerView的代码如下所示

但是如果我们的headerView和footView的高度不固定这个方案就不是很好处理

解决方式 ：使用headerView，footerView的最大值

尽管如此，还是会遇到一些问题，滑动的时候会遇到无法滑动到顶部的问题
