maven项目 lib下已经下载了 jstl.1.2.jar 项目还是报错

项目使用的 tomcat7.0 jdk1.7

一点页面就报如下的错， WEB-INF\lib下面有jstl.1.2.jar

context with path [/] threw exception [The absolute uri: http://java.sun.com/jsp/jstl/core cannot be resolved in either web.xml or the jar files deployed with this application] with root cause

org.apache.jasper.JasperException: The absolute uri: http://java.sun.com/jsp/jstl/core cannot be resolved in either web.xml or the jar files deployed with this application

在web.xml下面加

<jsp-config>
<taglib>
<taglib-uri>http://java.sun.com/jsp/jstl/core</taglib-uri>
<taglib-location>/WEB-INF/c.tld</taglib-location>
</taglib>

</jsp-config>

然后在项目的WEB_INF下面建一个c.tld

具体原因不明，可能tomcat和jdk的jar包有冲突，太复杂
