Workplan Structure Locked By One User, Can be Unlocked By Another

Symptoms

If a workplan is locked by one user, another user can unlock this workplan, lock it and edit it.
The same holds for Financial Plans.

Cause

If the function 'Unlock structure' (PA_UNLOCK_ANY_STRUCTURE) is attached to a responsibility, that user/responsibility can unlock ANY structure, even those not locked by himself.

Solution

This issue can be addressed in one of two ways:

1. Remove the function "Unlock structure" from the menu for Project Management Responsibility assigned to the User.
2. Use Menu Exclusions to exclude the function from the Project Management Responsibility assigned to the User
