解决办法：需要修改注册表,cmd命令，输入regedit打开注册表然后找到以下路径

KEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\FipsAlgorithmPolicy

修改此路径下的Enable值为0
