Object Tracking
Object Tracking通过跟踪已定义对象的组合状态来工作，并与以下布尔函数一起使用：
AND – 它要求track列表中定义的所有对象都已UP。
OR——它要求至少有一个实例处于UP状态。

standby 1 track 3 decrement 60      <———–  If the tracking list is down the priority decrements by 60, becomes 90 which is under 100, and the router switches to standby mode
