I just got an SAP incident which looks similar to your problem:

KBA 1960715 (you should have an SAP user id to see this KBA)

Problem is related to some Windows services which prevent from creating addtional retrieval arguments.

When I had this issue I had TeamViewer on. If I shot down TeamViewer, it would work normally. It's not happening anymore to me though, even with it on.

重点来了，说是teamviewer影响的，把它关了，就好了，还有百度杀毒。
