把  

 <if test="announcement.title !=null and announcement.title != ' ' "> and title  like '%${announcement.title}%'</if>

中的单引号和双引号换换位置

<if test='announcement.title !=null and announcement.title != " " '> and title  like '%${announcement.title}%'</if>

mubatis中<if>标签判断的时候，如果传入的是字符格式和数字进行判断需要将数字进行转译，否则默认是数字和数字进行比较
