mysql5.6插入中文乱码

1.cmd中进入mysql,查看编码，以下数据的编码为latinl，该编码不支持中文。

2.修改mysql的my.ini文件，没有则自己建一个，放入以下内容

3.再次执行步骤一查看，编码。

2.如果是java插入时乱码，url是否带编码
