对等层的实体（比如这个实体的TCP的和另一实体的TCP 这个实体的网卡跟另一个实体的网卡）必须要遵守一些相应的规范  协议是规范的集合 比如你说德语 而他说合肥话 那么你们之间无法交流

网络层次框架(自底向上)

应用层按应用层协议来交换应用报文 实现各种各样的应用

传输层(将网络层的不可靠变为可靠) 进程到进程 细分为很多个端口

网络层(尽力而为 不可靠)完成源主机到目标主机的 端到端的传递

链路层 完成相邻节点之间传输以帧为单位的数据   点到点的传递

物理层 通过介质来完成（链路层发来的0101）电磁波的传递
