修改返回值为true
该方法为

三、可能错误原因jdk不是64位的，access 方法的路径path没有访问权限

四、我的错误原因IDEA运行的JDK版本不是64位的改成64位后运行正常
五、在windows/system32/路径下增加hadoop.dll文件
