具体报错内容如下：

System has not been booted with systemd as init system (PID 1). Can't operate.
Failed to connect to bus: Host is down
报错原因：systemctl没安装或无法正常使用
以下是我搜索及实践的命令序列：
sudo apt -y install systemctl
# 报错 E: Unable to locate package systemctl
# 原因 没更新APT库
sudo apt-get update
# 报错 Certificate verification failed: The certificate is NOT trusted. The certificate chain uses expired certificate.
# 原因 证书错误
sudo vi /etc/apt/sources.list
# 操作 将镜像源的https改成http
sudo apt-get update
sudo apt -y install systemctl
# 报错 E: Essential packages were removed and -y was used without --allow-remove-essential.
sudo apt-get install systemctl
# 输入Yes, do as I say! 成功安装
systemctl --type=service
# 成功!!!
事后，经过查询，发现直接把镜像源的https改成http，不安全，于是
sudo apt-get install ca-certificates
# 安装ca-certifivates
sudo vi /etc/apt/sources.list
# 操作 把镜像源的http改成https
sudo apt-get update
# 更新apt库
