故障：VAMT 不能激活 AD 序列号、不能连接到数据库

1、故障现象：不能激活 AD 序列号

1）服务器为 Windows Server 2016 域控制器，添加了 Volume Activation Tools 角色，并已安装 Volume Activation Management Tool 3.1。

2）在 Volume Activation Tools 中，在 Active Directory-based Activation 中不能激活相应的 KMS 序列号。

3）在 Volume Activation Management Tool 3.1 中，可以添加 Product Keys，但也不能添加到 Active Directory-based Activation 中。

4）在 Volume Activation Management Tool 3.1 中，更新客户端 License 信息，出现以下信息：

License status reason：The Software Licensing Service reported that the product was activated but the owner should verify the Product Use Rights.
