There should exist on the server a directory named, C:\Program Files\Microsoft SQL Server\90\Setup Bootstrap\BPA\.
Create a new directory in this location named BPAClient. You will end up with C:\Program Files\Microsoft SQL Server\90\Setup Bootstrap\BPA\BPAClient.
Copy the BPAClient.dll from the C:\Program Files\Microsoft SQL Server\90\Setup Bootstrap\BPA\Bin directory into this newly created BPAClient directory and try the installation again.
Note: This is directly from an email I sent to support someone who was having this issue on their server and it worked for them. They were running Windows XP.
