问题原因
原因一 node-sass安装失败
原因二 nodejs与node-sass版本冲突(后面有解释)

解决办法
安装失败了一定要先卸载 否则不会重新下载会一直报错
卸载
npm uninstall node-sass
设置为淘宝镜像（这是设置的全局镜像地址，以后都会在这上面下载）
npm config set sass_binary_site https://npm.taobao.org/mirrors/node-sass/
重新安装
npm install node-sass@你的版本号

方案二

nodejs与node-sass版本冲突
nodejs10.x与node-sass4.5.3版本不匹配。
查看nodejs版本 cmd控制台 node -v

node-sass4.5.3最高支持 nodejs8.x版本的所以下载失败

10版本64

node-sass4.5.3最高支持nodejs 57

解决办法nodejs下降版本，或将node-sass升级
