这个方法其实就是隔_ticks_to_skip次运行保存在_periodic_tasks中的方法
其中属性 _periodic_tasks 来自 __metaclass__ = ManagerMeta

其实很简单, if getattr(value, '_periodic_task', False):
如果某个 cls.__dict__.values() 的属性存_periodic_task
就加入到 cls._periodic_tasks 中 ,
其中这个属性的设置 是通过装饰函数进行完成的 def periodic_task(nova/manager.py)
