mysql8.X版本 The server time zone value ‘ÖÐ¹ú±ê×¼Ê±¼ä’ is unrecognized or represents more than one time zone问题

最近在学习springboot的时候用到了mysql，但在命令行能连接上的mysql，在idea中怎么都连不上，具体错误信息如下

java.lang.RuntimeException: com.mysql.cj.exceptions.InvalidConnectionAttributeException: The server time zone value 'ÖÐ¹ú±ê×¼Ê±¼ä' is unrecognized or represents more than one time zone. You must configure either the server or JDBC driver (via the serverTimezone configuration property) to use a more specifc time zone value if you want to utilize time zone support.

这个是时区的问题，貌似是mysql版本更新后才有的，版本5貌似是没有的，需要把mysql的时区设置为我们系统时区，一般都是北京时区
