ORA-39700: database must be opened with UPGRADE option

数据库启动的时候报错：

SQL> startup

ORA-01092: ORACLE instance terminated. Disconnection forced

ORA-00704: bootstrap process failure

ORA-39700: database must be opened with UPGRADE option

--在nomout状态下用sys用户执行如下两个脚本即可（ 原因是我们的数据库当时并未完整执行这两个脚本就启动数据库了，数据库升级的时候也会出现上面的情况）：

@?/rdbms/admin/catproc.sql
