ognl.OgnlException: target is null for setProperty 错误解决办法

 出错信息如上，网上找了大堆的资料都是说

   CustfeeAction 没有 thisMonthRate 相关的get ,set 方法导致的。

但CustfeeAction 明明有 get ,set 方法，

百思不得其解：
