springMVC XML文件配置出错 mvc标签找不到，。

springMVC XML文件前一天还好好的。。第二天打开就不行了，一直报mvc标签找不到

schema_reference.4: Failed to read schema document 'http://www.springframework.org/schema/mvc/spring

然后在XML文件头加上

compile error format:
