打开siebel Tools时，报错提示RegisterServer failed in SRCVW32.DLL

打开Tools时显示如下错误，以Administrator运行还是报错

解决办法：通过放宽Administrator的权限，变为标准的用户的。参考Support:

In both Windows 2000 and Windows XP we were able to reproduce that for an Operating System User that is a "Restricted user" in Control Panel, 
Users and Passwords, Properties, Group Membership starting of Siebel Tools does not work.
