init.ps1 cannot be loaded because running scripts is disabled on this system问题的解决

vs2017 程序包管理器控制台出现红色错误提示：

File F:\web code\CustomerManagementSystem\packages\EntityFramework.6.1.3\tools\init.ps1 cannot be loaded because running scripts is disabled on this system.

File F:\web code\CustomerManagementSystem\packages\RazorGenerator.Mvc.2.3.12\tools\init.ps1 cannot be loaded because running scripts is disabled on this system

update-database迁移更新语句执行不了。因为最近由于vs2017 反应过慢，禁用和删除了一些插件，怀疑是这个问题造成的。于是在已安装插件中寻找被禁用的。找到一个微软发行的：

Azure Data Lake Tools for Visual Studio 把禁用状态改为启用，然后重启vs2017，在程序包管理器控制台不在出现红色错误提示，并且update-database迁移更新语句可以执行了。是这里的问题

这个插件由于我看到是azure 开头的，而这个我没用到，所以禁用了。结果就导致了这个问题
