主要是权限问题
本地电脑解决 
1、运行cmd命令 输入E:进入盘符 cd进入目录 办法进入mysql的bin目录  我的mysql目录是E:\phpStudy\MySQL\bin

E:

cd phpStudy\MySQL\bin

进入bin目录后再运行  以下命令    ===  liunx服务器上直接从这步开始

   mysql -u root -proot    

这句 -u 后面这个root是mysql用户名，-p后面root是mysql密码 进入mysql
 
接下来运行下面命令：

 grant all privileges on *.* to root@"%" identified by ".";

解决了
