转换流作用

1 以字符流的形式操作字节流

2 可以指定字符集

下载百度网页的源代码,会发现出现了中文字符变成乱码

这是因为每次都只读取一个字节,而utf8的中文字符是三个字节,当遇到中文就会出现乱码,所以要转换成字符集,
