DPI-1072: the Oracle Client library version is unsupported

Use this snippet to add it to path.

import os, cx_Oracle

os.environ["PATH"] = r"C:\Users\UGA31791\Documents\instantclient_21_3;" + os.environ["PATH"]

This sets it at the beginning of PATH, so it is called before any other conflicting libraries that are in PATH.
