Soap Error: WSWS3147E: Error: no SOAPAction header!

当soap请求的发出的时候，报如下错误：

主要是因为在soap的请求头中缺少SOAPAction: "" 的信息，加上这个信息就可以了，

java中添加这条信息如下：

out.println("SOAPAction: \"\"");
