[SOLUTION]
Android P版本上测试GTS,会需要插入SIM卡
贵司测试上面三条都要插入特殊的SIM卡（支持carrier privilege）。
这种SIM卡是我司请卡商Gemalto帮忙根据https://source.android.com/devices/tech/config/uicc#prepare_uicc来定制的。
请注意:购买白卡时请询问卡商您购买的白卡是否有兼容P版本。
