NTL库的介绍与vs2012上的编译使用，及NTL.lib编译不成功的错误

最近需要用到NTL库，故对该库进行了一些研究。

NTL is a high-performance, portable C++ library providing data structures and algorithms for manipulating signed, arbitrary length integers, and for vectors, matrices, and polynomials over the integers and over finite fields.

On modern platforms supporting C++11, NTL can be compiled in thread safe and exception safe modes.

大概就是说NTL是一个便携高性能的库，提供任意长度整数的结构和算法，以及有限域上的向量、矩阵、多项式计算。

现在已经到了9.7.0版本。
