I don't know if it matters if you use a newer version, but I would not expect that to cause this error. Download Dependency Walker, run it and open your EXE - see if it reports any errors. You'll want the 32-bit (x86) version, even if you're running on XP 64, since I assume you're building 32-bit executables.
