When your organization bought SAP application, oracle db license also included in that. Oracle doesnt restrict you from changing the layout of servers. What you need to look into is, take a good look at license contract that was signed and see number for cpu in the contract .Oracle by default gives some named users for each cpu, normally 20 named users, but it might also be different based on your original agrement. You have to calculate, how many cpus total you are going to use and multiply by your number of minimum named users in license agrement and make sure number is within the limits of contract.

Otherwise, you need to re-negotiate with oracle to purchase additional licenses.

Try consider using Virtualization technology and recent hardware configuration trends like solaris zones to reduce the licensing requirements.
