Abstract
This thesis examines the strategic architecture of an integrated Earth and space-based observation network for Earth science. It examines the changing policy and technical environment for these observations. The thesis analyzes the current goals of the NASA Earth Science Enterprise, as well as larger National and International policy issues, and develops a goal statement for the Enterprise for use in this thesis. The thesis focuses on the Earth- and space-based observation system. Based on state-of-the-art knowledge and the physical constraints of Earth- and space-based observation, the thesis identifies the essential functions delivered by individual missions and uses these to formulate functional goals for the multi-mission system. With the functional goals as a framework the thesis examines the concepts behind current and proposed mission approaches in order to gain insight into future architecture options.
