I have been encountering the "Error opening installation log file .Verify that the specified location exists and is writable." while uninstalling an application.I found in the msdn link (https://support.microsoft.com/en-us/help/2564571/-error-opening-installation-log-file.-verify-that-the-specified-location-exists-and-is-writable.-error-when-attempting-to-uninstall-an-application)
that this is a bug from Windows installer side.
But I wanted to know
1. though I haven't enabled Windows Installer logging, still why this problem arising?
2. secondly, when Windows Installer's application heap becomes freed, which has been mentioned as a major cause for this bug?

Maybe the Windows Installer engine cannot properly write the uninstallation log file, which will cause the issue.

From the document you provided. the author said this is one of the reasons.
