Currently Blend doesn't support a web application. If you want to visually design your HTML website, you can use visual studio Html designer instead.

With Asp.Net project template, you don't have to use C#. You can use Javascript, Html, Css only for your project.

For any  Sample Web App online, you can simply copy the Html, Css and JS files into the project and run. If you want details about how to develop a web app, I suggest you go through online web development tutorials. for example:
