1 下载MySQL8 ZIP包 https://dev.mysql.com/get/Downloads/MySQL-8.0/mysql-8.0.13-winx64.zip

2 解压文件放到一个位置 C:\Program Files\MySQL

3 在 MySQL目录下新建一个 my-default.ini，内容如下
