安装.net 服务时出现0x80131515错误的解决办法

使用InstallUtil.exe安装一个用.NET写的Windows服务时，报错了，错误信息如下：

Exception occurred while initializing the installation:

System.IO.FileLoadException: Colud not load file or assembly 'xxxxxx' or one of its dependencies. Operation is not supported. (Exception from HRESULT: 0x80131515)

右键exe文件，最下面有个解除锁定按钮，点击下。再执行installutil.exe，问题解决。
