mybatis 中 Environment 使用静态内部 Builder是 建造者模式经典实现

• 这是建造者模式经典实现
• 外层 类没有提供 set 方法，因此外部不能修改
• 这样创建完后，别的地方持有Environment 是不能修改其内容的
