Build Tesseract for windows

cppan
mkdir build && cd build
cmake .. -DSTATIC=1

master branch支持CPPAN，不用再一个个下库了。但是可能是机器太慢的原因？总是卡在71个check那里，查了cmake log也没有有用的信息。最后用taskmanager查看有三个cmake进程，手动终止了两个占用内存最小的才过了。
