两种办法

第一种，直接打入网址用默认程序打开
System.Diagnostics.Process.Start("[url]http://www.baidu.com[/url]");
第二种，使用指定程序并传入参数后打开
System.Diagnostics.Process.Start(@"C:\Program Files\Internet Explorer\IEXPLORE.EXE","[url]http://www.baidu.com[/url]");
