so,how to connet the database from the other host,just try this:

mysql -u<username>  -p<password> -h10.103.xx.xx

how to import the data to the database ,try this:

mysql -u<username>
-p<password> -h10.103.xx.xx  databasename <
/tmp/db_bak.20140509.sql(the local source)
