I've done a lot of reading, but I don't know the best solution.
We have got SQL database instances in both Azure Global (e.g. Australia) and Azure China. We store data like bookings that have to be replicated across these databases.
Azure SQL Data Sync is in preview, but that's not available in China.
Then I found Sync Framework but that's no longer updated and is in extended support.
I also found Geo Replication ( https://docs.microsoft.com/en-us/azure/sql-database/sql-database-geo-replication-overview , I am not allowed to paste links ) but that only talks about Azure Global, not how to do this to Azure China
So what's the best option to sync a SQL database between Azure China, and Azure Global? Possibly across multiple SQL servers in both China and Global.

Although is in preview SQL Data Sync may be the best option. SQL Data Sync may be released in the new Azure portal on the
following couple of weeks.
