oracle的em监控,数据库正常，oracle EM 监控状态为down

经过查询是连接池的Bug 28513706 - 13c2EM: DB home page shows Connection Cache with this Cache Name does not exist

临时解决方案关闭连接池功能：1. /bin/emctl set property -name use_pooled_target_connections -value false

2. Restart oms

/bin/emctl stop oms -all

/bin/emctl start oms
