命令：

lsnrctl start

参考如下：

SQL> startup

ORA-01031: insufficient privileges

SQL> startup

ORA-32004: obsolete or deprecated parameter(s) specified for RDBMS instance

ORA-01081: cannot start already-running ORACLE - shut it down first
